Rather than maybe improving things, it further emphasizes not utilizing all the options afforded to you and solely investing in the gear you get by default. This actually makes the early game more imbalanced based on how many weapons you have, spreading your ammo pool even thinner than it was to begin with. Not any healthpacks, ammo, or even your unspent credits. Instead, it actually does less than almost any of its contemporaries. Perhaps the less-than-ideal balancing could be rectified on the second run? It was one of the core features that was bafflingly absent from launch, so I had hoped that maybe, just maybe, that absence was an attempt to make something meaningful. It's become such a mainstream feature that genres that once didn't feature it are now expected to have some kind of system to carry your past progress over into repeat playthroughs. New Game Plus is such a fun bonus, right? You get to carry over all your hard-won unlocks and really push the game to the limit, whether that's on a higher difficulty or even new modifiers exclusive to the mode.
